Online video company GoFish Corporation will start using Audible Magic for filtering and identification technology for its website.

Audible Magic's monitoring services will help identify licensed copyrighted material on GoFish. This information will be reported on and provided for revenue sharing between GoFish and its partners. In addition, the Audible Magic fingerprinting software, which is based upon its CopySense technology, will allow GoFish to streamline content management in its database of hundreds of thousands of songs used in videos across the GoFish Network.

On Monday, the Federal Communications Commission released its final written order to streamline the local franchising process through which companies gain local approvals to offer subscription video services. The order was adopted on December 20, 2006.

The FCC concluded that the current operation of the franchising process constitutes an unreasonable barrier to entry that impedes the federal goals of enhanced cable competition and accelerated broadband deployment.

The new rules address several ways by which local franchising authorities are unreasonably refusing to award competitive franchises. These include drawn-out local negotiations with no time limits; unreasonable build-out requirements; unreasonable requests for "in-kind" payments that attempt to subvert the five percent cap on franchise fees; and unreasonable demands with respect to public, educational and government access (or "PEG").

mPhase Technologies, will explain the advantages of its software in a video on YouTube this Thursday, March 8th at 1 p.m. mPhase's TV+ System facilitates the addition of new services by network operators.

mPhase Technologies has posted video demonstrations of its ultra sensitive magnetometer on February 23rd and earlier its nanobattery on the YouTube website recently.

AT&T announced the launch of AT&T U-verse IPTV services, which utilize AT&T's new fiber network to offer cutting-edge television and high-speed Internet services. AT&T U-verse services are initially available in limited areas across the Dallas-Fort Worth metropolitan area, though the company intends to increase availability throughout the area on an ongoing basis.

AT&T U-verse services are available in parts of 14 markets across five states, with plans to continue expansion into new markets throughout 2007.

Ixia has announced the ability to generate and analyze IPTV video traffic over emulated IP network topologies. Using the new Aptixia IxNetwork 5.20 application running on the Optixia hardware platform, test engineers can now test the routing control plane and simultaneously stress the data plane by directing both real-world video traffic and packet-based network traffic over the emulated topologies. The end result is a test tool that can better characterize the performance of routers/switches that deliver IPTV services by emulating all critical network elements prior to deployment.

ON Telecoms is currently rolling out its triple play services, which includes the first IPTV service in Greece. In addition to using Bitband for on-demand video delivery, ON Telecoms has selected Verimatrix to secure their IPTV service. ON Telecoms will utilize the Verimatrix Video Content Authority System (VCAS) to provide digital video content security throughout its digital video network.

In December, Level 3 Communications spent $135 million to purchase Savvis Communications' Content Delivery Network (CDN) business. Level 3 is now building out that network in hopes to sign on its existing customers allowing them to compete with other CDN competitors such as Akamai Technologies and Limelight Networks. The number of video game consoles in U.S. television households has expanded by 18.5% since the fourth quarter of 2004, according to a new report released by Nielsen Wireless and Interactive Services, a service of The Nielsen Company. In the fourth quarter of 2006 there were 45.7 million homes with video game consoles, representing 41.1% of all TV households, compared to 39.1% (43 million) in 2005, and 35.2% (38.6 million) the previous year.

Maven Networks announced the launch of its new Internet TV Platform and the latest roster of major media companies that have embraced it, led by Hearst Corporation.

Hearst Magazines, publisher of magazines such as Cosmopolitan, Esquire and Good Housekeeping, is launching 14 new Internet TV channels built on the Maven platform with separate branding, promotions and advertising around the target audience of each magazine title.

SeaChange International's subsidary, On Demand Group, and Tele München Gruppe have launched On Demand Deutschland, a Munich-based jointly-owned venture aimed at establishing on-demand and pay-per-view services on multiple platforms. On Demand Deutschland will cater to German-speaking Europe by offering the region's television operators complete packages that bring Hollywood movies and German-language content to audiences.

Shenick Network Systems released version 4.0 of its diversifEye software. diversifEye 4.0 will work with both Shenick's diversifEye and diversifEye10G and features a new look user interface UI to facilitate greater ease of use and productivity improvement testing such as bulk testing for large scale triple play video, voice and data scenarios. Users can conduct IPTV channel change testing that emulates live head end IPTV channel feeds with real video of any codec type facilitating monitoring of both standard and high definition TV channels. In addition, the new UI offers an easier and intuitive work environment for test personnel.

Brix Networks and HwaCom Systems of Taipei Hsien, Taiwan, announced the integration of Brix Networks' IPTV Quality Agent into HwaCom's HC-100 set-top box that gives service providers the ability to collect video performance information, metrics, and provides at-home visibility into providers' IPTV services.

HwaCom's STB with the Brix IPTV Quality Agent lets service providers monitor IP video and network quality -- including highlighting the performance of the IPTV and multicast infrastructure, performing continual or on-demand diagnostics of the STB, and quantifying the user channel change experience -- for operational, troubleshooting, and customer care applications.

The California Public Utilities Commission yesterday unanimously approved rules for the state's new video-franchising process. The new rules, mandated by the California Digital Infrastructure and Cable Competition Act of 2006, streamline the video-franchise process and open the cable TV market to new competitors.

The new legislation will allow operators such as AT&T and Verizon to seek one video franchise to operate in multiple regions for their IPTV service.

"Consumers will reap the benefits of increased competition in the video market, said PUC president Michael R. Peevey. "I expect we will see greater diversity in video pricing, service options, and programming."
